The framework for name allocation and management is international in scale and pervasive. Creating, modifying, or even maintaining the framework can raise many political and commercial issues. What sort of organisations should be involved? Controlled by whom? Within what legal jurisdiction? Some of these issues point to a need for a legal framework for the Internet. This document attempts to provide guidelines to help the user through the morass that these issues can create. It is to be regarded as a "living document", and will be updated from time to time. The target audiences for this document are: - The European Commission, and specifically DGXIII - Registration Authorities - Organisations and users looking for traps and problems. The document is intended to be advisory: to record (or point to) rules. It is not an instrument for creating rules.
