A last public call for tenderers to draft the 2nd generation of Structural Eurocodes (EN 1990 – EN 1999) is now open for submissions. This combined call for experts covers Phases 3 and 4 of the planned work programme and invites leading experts to submit proposals to participate.

With the support of the European Commission (EC), Enterprise and Industry Directorate-General CEN/TC 250 is undertaking a standardisation work programme for the evolution of the Structural Eurocode suite (EN 1990 – EN 1999). Phases 3 and 4 are the last part of a seven year phased programme of work for the development of the 2nd generation of European standards for structural and geotechnical design and will continue the work on the development of the second generation of EN Eurocodes. Phase 1 of the work programme commenced in 2015.

Technical experts interested in participating in phases 3 and 4 of the evolution of the Eurocodes are invited to submit their tender application.

The Eurocodes enable the design of building and civil engineering works, and comprises of 10 European Standards in 58 parts. The first generation of EN Eurocodes were the most comprehensive and technically advanced suite of standards for structural and geotechnical design in the world. Their development was a tremendous achievement and represented the culmination of over 30 years collaborative effort. Their impact has been considerable. It has been estimated that they affect the work of around half a million professional engineers across Europe.

The purpose of this procurement is to appoint experts to form the Project Teams for the twenty-six tasks and one Technical Reviewer in Phases 3 and 4 of the CEN/TC 250 work programme. Phase 3 of the work programme comprises 18 tasks and Phase 4 comprises 8 tasks. Project Teams are expected to comprise of a Leader and four members. Appointments will be made on an individual basis. Tender responses must therefore be for individual experts. Tender responses for teams will not be considered.

The purpose of this procurement is to appoint experts to form the Project Teams for the twenty-two tasks in Phase 2 of the CEN/TC 250 work programme. Project Teams are expected to comprise of a Leader and four members. Additionally, an expert for the role of Technical Reviewer is sought. Appointments will be made on an individual basis. Tender responses must therefore be for individual experts. Tender responses for teams will not be considered.

Phase 1 of the Evolution of Structural Eurocodes started in 2015. This call for experts is closed. The association information and documents are online available for reference purposes.

The Eurocodes enable the design of building and civil engineering works, and comprises of 10 European Standards in 58 parts. The first generation of EN Eurocodes were the most comprehensive and technically advanced suite of standards for structural and geotechnical design in the world. Their development was a tremendous achievement and represented the culmination of over 30 years collaborative effort. Their impact has been considerable. It has been estimated that they affect the work of around half a million professional engineers across Europe.


The new Standards are expected to be published in the early 2020s and will embrace new technologies and market needs, extending the scope of the existing Structural Eurocodes. Working under the direction of the CEN Technical Committee responsible for these Standards, called CEN/TC 250 ‘Structural Eurocodes’, funded Project Teams will undertake the core drafting work. The tender process is being coordinated by NEN, the Netherlands Standardization Institute, working in conjunction with CEN, the European Committee for Standardization and BSI, the British Standards Institution, which holds the secretariat for CEN/TC 250.


The European Commission (EC), Enterprise and Industry Directorate-General has recently granted funding for phase 1 of a detailed standardisation CEN/TC 250 work programme, that will develop the second generation of EN Eurocodes.


The purpose of this procurement is to appoint experts to form the Project Teams for the twenty five tasks in Phase 1 of the CEN/TC 250 Work Programme. Project Teams are expected to comprise of a Leader with up to five members. Appointments will be made on an individual basis. Tender responses must therefore be for individual experts. Tender responses for teams will not be considered.

The purpose of this procurement is to appoint one Technical Reviewer for the twenty five project teams in Phase 1 of the CEN/TC Work programme commenced in 2015. Tender responses must therefore be for individual experts. The Technical Reviewer shall support delivery of Mandate M/515 phase 1 tasks for the development of the 2nd generation of Structural Eurocodes (EN 1990 – EN 1999) in support of the key objective of enhancing the ease of use of the Eurocodes.
